But do disabled people really need a passport to get confirmed that y are "hard in order"? This measure can be put to good in annual reports of country's disabled representatives and look forward to press. But it is pure symbolic politics.
Moreover, term "severely handicapped card" is not even worst. The flags that ID lists are really bad. The description of my disability is actually quite simple: I can't go.
