Ordinarily, Europe tries to fill its reserves to 70% of their capacity before the arrival of winter. However, the continent seeks to fill them completely in order to avoid a crisis if Russia completely cuts off supplies.
"In 2009, Russia cut off the gas to Ukraine and it caused a dozen deaths in Europe," recalls Yvan Cliche.
