The partners of the Government do not yet ensure the approval of the PGE and refer to the negotiation

The term to register amendments to the entire draft General State Budget for 2023 has concluded this Friday in Congress and in the end a total of seven have been registered requesting the return of the text to the Government. They represent 159 deputies, which are insufficient to knock down the new public accounts in that first vote to be held in plenary next Thursday.
The return amendments have been presented by the PP (88 deputies), Vox (52), Ciudadanos (9), Junts (4), the CUP (2), Foro Asturias (1) and the two former UPN deputies from the coalition Navarra Suma, who will be joined in the vote by the former deputy of Cs Pablo Cambronero, integrated into the Mixed Group.
The PP justifies its amendment in that the accounts are "absolutely unrealistic and electoral", with "exceeded" forecasts, while Vox has described them as "irresponsible, wasteful and alien to the reality of the Spanish". Ciudadanos has focused its rejection on the rise in the CPI of pensions that it sees as "unsupportive and unsustainable".
All of them charge against the numbers of the Treasury based on the doubts of the Bank of Spain and the AIReF about the growth forecasts for next year, and for not including in the accounts the probable extension of measures against the price crisis, which is contemplated in the Budget Plan sent to the European Commission.
These amendments will begin to be debated next Wednesday the 26th. Starting at 12 noon, the Minister of Finance and Public Administration, María Jesús Montero, will go up to the floor of the hemicycle to defend the project, and after a break the Plenary will resume at 3:00 p.m., with the groups requesting the return of the Budget, from highest to lowest.
The debate will continue, lasting until Thursday, with the rest of the groups, also from highest to lowest, with the exception of the PSOE, which will close the debate. At its conclusion, the amendments to the totality will be voted on, all together since they ask for the same thing: return the project to the Government and knock down the processing of the accounts. To overcome this vote the Government needs to reject these amendments by a simple majority.
Although the formations that have renounced to register their amendment are the majority, several of them have already warned that this decision does not predispose any sense of vote, which they leave at the expense of how the open negotiations evolve.
This is the case of the Esquerra Republicana (13 votes), EH-Bildu (5), the PDeCAT (4) or the BNG (1), which justify not presenting an amendment now to give room for these negotiations, but without ruling out voting against when The time comes to decide whether or not to approve the accounts.
Moreover, Bildu has already made it clear to the Government that "no scenario should be taken for granted" and that "all options are still open today". Including the vote against on Thursday. In any case, he acknowledges that the negotiations "have intensified" and "advance", but has urged the Government to assume "that the leftist sovereigntist forces that make up the multinational and progressive majority are essential". "There is no alternative that does not go through the concurrence of Basque and Catalan pro-independence and independence supporters," he claims.
ERC, for its part, has justified its decision despite recognizing itself "very far from being able to approve the accounts" and demanding "demanding structural" improvements in housing, energy, regional and local financing, taxation and the execution of investments, for which calls for enforcement mechanisms. It also makes it "essential" to generate "conditions of trust to keep ongoing negotiations alive."
For its part, the decision of the PNV (6 deputies) not to present an amendment to all of them comes after reaching an agreement with the Government to renew the regional quota with the Basque Country "in the same terms and parameters" as that agreed with the Government of Mariano Rajoy in 2017, precisely also to carry out the vote on the entire General State Budget that same year.
In any case, his parliamentary spokesman, Aitor Esteban, has reported that the negotiation is still "open" on other issues and has expressed his confidence that the talks can bear "fruit in the coming days" in the form of new agreements.
The PDeCAT, for its part, explained that "aborting the processing of the Budgets now, in full negotiations, is not the most responsible attitude", while the BNG was "open to dialogue with the Government to negotiate and improve the project" , without wanting to clarify in any case his direction of vote next week.
From Más País-Equo (2 deputies) and Compromís (1) they ruled out in advance presenting an amendment and confirmed that the negotiations with the Executive were continuing, while the PRC already assumed since the approval of the accounts in the Council of Ministers its intention to negotiate amendments with the Government, having passed the phase of totality.
Teruel Exists (1) has already notified the Government of its intention to make the vote subject to aid for companies located in unpopulated areas. Finally, the Canarian Coalition (2 deputies) has announced that it will abstain from the entire vote, waiting to continue negotiating with the Government, which could add a new ally to its budgetary majority.
