We are sometimes criticized for the administration of a lack of practical spirit. It is to be unaware of the sagacity of certain servants of the State... but also to those officials of the Var, which manages to be paid to do nothing for several decades, according to information revealed by Var-Matin and contained in a report of the regional chamber of accounts in Provence-Alpes-Côte d'azur, published last Monday.

The document highlights that 'the management centre of the Var pays always a thirty agents deprived of employment", and mainly from the communes of La Seyne-sur-Mer and Toulon, or of Cogolin. In question, the legal commitment of the administration to pay its agents even when a change of organization or assignment does not allow for a concrete job at the daily.

agents "dormant"... who continue to make the grade

The officials concerned are attached to the centre of management of the public service, and paid by him, but it is the municipality which employed them at the origin, which takes, in fine, the expenditure in charge. A situation straddling two administrations, which facilitates the sidings, and the extension of the procedures of reclassification, or of appointment of new positions... To the point that some are without assignment and attached to the centre of management since 1989!

The report also notes the administrative processing of these officials "ghosts". To be considered "in position" activity, they "were able to benefit from advancements of levels and reclassifications statutory"! The report also cites a letter in which one of these agents seeks to obtain a higher grade, "and feeling disadvantaged in the conduct of [his] career compared to the elders of [his] colleagues", who have obtained...

"individual strategies" particularly bold

Not naive about the behavior of these officials, the regional chamber of accounts emphasizes "individual strategies", sometimes particularly bold. One of the officers concerned, administrative assistant, has even been the recipient of his salary for eight years (2009 to 2017), while it was also "manager of a commercial company in the Hautes-Alpes". Finally, the paper puts forward the logic unfazed by these officials at the time of their retirement: "a significant portion [of them] does not request their admission to the pension as soon as obtaining the legal age of departure, but is often the age limit, and remaining time to load, even longer for the centre of management". Why deprive yourself?

A cost of one million euros per year in public money

The cost for the local public finance is estimated at "more than a million euros per year". It might fall slightly, thanks to the implementation of the degression of remuneration in these situations, provided for by an act of 2016. Among the other criticisms made by the regional chamber of accounts: the overestimation of the "systematic forecasts of expenditure" and "the absence of consideration of its results in surplus", as well as, more surprisingly, the absence of analytical accounting overall, which makes the facility unable to know the cost of its missions.
