So if Buffalo and Kansas City win this week, the conference final could be played in a neutral location. The scenario will be the same if these two teams lose and the Baltimore Ravens win.

A potential conference final between the Bengals and Bills could also be staged at a neutral venue.

"I recognize that there is no perfect solution," Commissioner Roger Goodell said in a statement. The proposal made to the owners aims to be fair to all because of these exceptional circumstances.
