The BOE publishes the appointments of Raül Blanco as head of Renfe and of David Lucas as Secretary of State

The Official State Gazette (BOE) publishes this Wednesday the appointment of Raül Blanco as president of Renfe and David Lucas as the new Secretary of State for Transport, Mobility and the Urban Agenda.

These appointments, approved yesterday by the Council of Ministers, occur after the resignation presented last Monday by the former president of Renfe, Isaías Táboas, and the former Secretary of State for Transport, Isabel Pardo de Vera, due to the controversy surrounding to the metric gauge trains of Cantabria and Asturias.

In fact, the BOE also includes in its edition this Wednesday the dismissals of Táboas and Pardo de Vera in both positions.

With a degree in Economics from the University of Barcelona and a postgraduate degree in Local and Regional Development from the University of Barcelona and in Financial English from the Pompeu Fabra University - British Council, Blanco previously held the posts of Director of Economic Development and Employment at the City Council of L'Hospitalet de Llobregat, manager of Industrial Strategy in the General Directorate of Industry of the Generalitat de Catalunya and head of the Studies and Publications Service of CIDEM, Department of Labor and Industry of the Generalitat de Catalunya.

In the teaching field, he has taught at the Center for International Studies of the University of Barcelona and at the Faculties of Economics and Business at the Rovira i Virgili University and the University of Barcelona. Likewise, she has collaborated in courses and seminars in other national and international centers.

For his part, the new Secretary of State for Transport held the position of Secretary General of the Urban Agenda and Housing of the Ministry since February 2020.

He has a PhD in Law from the Carlos III University of Madrid, specializing in State Public Law, a Law degree from the Complutense University of Madrid, a Master's in Territorial and Urban Policy from the Carlos III University of Madrid, specializing in Urban Management, and a Master's in Public Law from the Carlos III University of Madrid (best academic record and extraordinary award).

In his career within Spanish politics, he was elected Senator-elect for Madrid in the XII legislature; mayor of Móstoles, spokesperson for the PSOE in the Madrid City Council; deputy mayor of Getafe; President of the Spanish Delegation at the Congress of Local and Regional Authorities of the Council of Europe and President of the International Relations Commission of the Spanish Federation of Municipalities and Provinces; and responsible for the implementation of the 2030 Agenda in Spanish municipalities.

In addition, Lucas has been a member of the Steering Committee of the Council of Municipalities and Regions of Europe, of the Steering Committee and Executive Bureau of United Cities and Local Governments and of the OECD Interparliamentary Network.

In municipal matters, he has been president of the Commonwealth of Southern Municipalities, vice president of the Federation of Municipalities of Madrid and president of the Treasury Commission of this federation.

In the teaching field, the new Secretary of State has been a professor of Financial and Tax Law in History of Law at the Carlos III University of Madrid; Professor of Financial Law and Constitutional Law at the University of Nebrija; and professor of Political Science and Management and Public Administration at the Complutense University.
