The PP is committed to promoting renewable gases in Spain and generating electricity with forest biomass

The PP has registered two non-legal proposals in Congress to urge the Government to promote renewable gases in Spain and promote renewable electricity generation with forest biomass.

Both proposals, to which Europa Press has had access, will be debated in the Commission for the Ecological Transition and the Demographic Challenge of the Lower House.

In the proposal regarding renewable gases, the PP urges the Government to analyze the potential for the production of biogas-biomethane and hydrogen in Spain in conjunction with the needs of the electricity and gas sector, considering resources and needs in each autonomous community to an efficient location in economic, environmental and social terms.

Grupo Popular is also committed to creating a public-private work group on renewable gases that defines a legal framework with support mechanisms and incentives and promotes the elimination of identified regulatory barriers.

Likewise, the PP also advocates "more ambitious" quotas for the penetration of this type of gas and renewable hydrogen, for which it calls for the creation of a national registry of hydrogen and biomethane projects.

On the other hand, the 'popular' want to define special conditions for those projects that can be considered of strategic interest for the energy transition, as well as increase the endowments and accelerate the transfers for biogas-biomethane and hydrogen projects that can be presented to the PERTE of renewable energy, green hydrogen and storage (PERTE ERHA).

In other points of the proposal, the Popular Group urges the implementation of a system of guarantees of origin for renewable gases, facilitating the administrative permits for biogas-biomethane and green hydrogen plants and establishing tax incentives for the development of hydrogen production plants and biomethane plants, as well as their connection facilities.

On the other hand, the PP also asks to modify the environmental measures so that biomethane is incorporated into the decarbonization objectives.

In addition, the Popular Parliamentary Group urges the Government to present a hydrogen bill that allows updating the regulation to allow the incorporation of hydrogen both in mixture ('blending') and in the gas network, as well as the development of regulations for "hydrogen valleys" outside the gas system, with criteria of economic efficiency and technical solvency.

In this line, the PP asks the Government to promote pilot projects with European funds, both in 'blending' in the gas system and in the development of "hydrogen valleys", which contribute to lowering production costs. The 'popular' also want to encourage the energy recovery of waste and articulate public-private collaboration for the development of the value chain of green hydrogen mobility.

In another non-legal proposal, the PP urges the Executive to analyze the potential for the use of forest biomass for the generation of electricity in conjunction with the needs of the electricity and gas sector.

For this, says the PP, the resources and needs in each autonomous community must be considered for an efficient location in economic, environmental and social terms, within the framework of sustainable comprehensive forest management.

Likewise, they want to modify the environmental measures so that biomass is incorporated into the decarbonisation objectives, with the development of a specific regulation that ensures competitive access to the resource.

Lastly, Grupo Popular asks to support and guarantee reasonable remuneration and its update on time, for renewable generation facilities with biomass, which considers the real cost of biomass and other operating expenses.
