Distinguished former presidents of Latin America participate in this electoral observation effort. Among them are Andrés Pastrana, former President of Colombia, Jorge Tuto Quiroga, former President of Bolivia and Felipe Calderón, former President of Mexico.

The former presidents who come to the Observation Mission led by Dionisio Gutiérrez are part of the Libertad y Democracia Group. This recently created group is the result of an effort led by the International Foundation for Freedom, by Mario Vargas Llosa, of which Dionisio Gutiérrez is a member. The GLD is made up of more than 20 former presidents of Ibero-America and other notable leaders of the region, and its objective is to defend and promote the values of republican democracy and freedom in Latin America.
