The center would include a 50,000-60,000 square foot building as well as docks and ramps to access to the ocean and back bays, PressofAtlanticCity.com reported.

Stockton's proposal is in its early stages and would require state funding. It would take about three years to build.

The proposed Coastal Resiliency Institute would "focus on redeveloping infrastructure redevelopment as well as beach replenishment," the report said.

The school is in the midst of a building a $156 million campus in Atlantic City scheduled to open in the fall of 2018.

Bader Field, the former Atlantic City Municipal Airport, closed in 2006. The site is about 140 acres.
