The How:

An elongated area of high pressure will stretch from the southwest to the northeast throughout the day Tuesday, leading to a day of mostly sunny skies and yet again no more snow.

High pressure causes sinking motion in the atmosphere, which leads to the air drying significantly, become very stable - meaning shower development will be very difficult.

Late Tuesday night, a low pressure system will sneak in, triggering snow showers lasting through the day Wednesday, with up to 1 inch by Wednesday night.
