The UCI uses a number of criteria to determine in which risk group a race must be placed, based among others on the current situation in the country. Races with too high a risk will normally be cancelled. The UCI states that the sanitary measures adopted by the country will always be in the lead.

The UCI had already announced that the race organisers should designate a coordinator Covid-19, which must inform the teams of the situation. The requirements also relate to the hotels, the hygiene and handling of material. All the riders and coaching will be tested a few days before the race, while the team doctors must perform a health check daily and take action in case of suspect symptoms. During long stage races, tests will be performed during the rest days.
