"There is a lot of work ahead of us," said Chancellor Angela Merkel at presentation of coalition contract exactly 100 days ago. After weeks of negotiations, she was optimistic on this March day: "Hard" and "tough" will surely be in new government with CSU and SPD, but she is "inspired". Merkel n postponed a sentence which, from today's point of view, sounds particularly: "If re is still a portion of joy to be added to design, n this can be a good government work," said chancellor.

A good three months of work is now behind grand coalition – and it is in its most serious crisis. The CSU is looking for a confrontation in refugee policy and European course. Does she want to continue to reign? The SPD did not want this third alliance with Union for a very long time. Meanwhile, it seems as if party leaders are desperately holding on to it, while ir own followers are turning away.

The headlines of past few days supersede what ministers of CDU, CSU and SPD have done in first three months. These include no prestige projects such as planned immigration law. Two more complicated questions of future were first outsourced in commissions , which are to develop solutions: for a future-proof pension and a work-oriented coal exit. But in detail, quite a bit has happened. An overview:

    Kita expansion

The care of children in daycare centers should be better and at same time cheaper. This is goal of "good Kita Law" of SPD family Minister Franziska Giffey. A bill has been drafted but has not yet been decided by entire federal government. According to minister's plans, confederation is to provide 3.5 billion euros in this legislature. The care key or training of educators should be improved, and re should be more language support services. In order for money not to seep out, Giffey wants to conclude an agreement with each federal state on what funds are used for.

    More money for education

In order to improve digital equipment of schools, Confederation intends to spend up to five billion euros in coming years. First of all, hirto existing cooperation ban between federal government and Länder must be weakened in education. Merkel and her ministers have already agreed to amend several articles of Basic Law. However, Bundestag and Federal Council still have to agree to this project by a two-thirds majority.

    Health insurance contributions

The additional contributions in health insurance, which had to be paid by employees alone, should be shared again between employers and employees in future. The cabinet has already adopted a corresponding bill by Health Minister Jens Spahn (CDU). It must now be passed in Bundestag. Employees and pensioners are to be relieved by 6.9 billion euros per year. For individual, this means that he or she has to pay a maximum of 38 euros per month from 2019. Self-employed persons with low revenues should also benefit. The monthly contribution should be halved for you.

    Instant care Program

Health Minister Spahn wants to create 13,000 new jobs in care of elderly. He has already developed cornerstones, law is to enter into force at beginning of 2019. Spahn goes beyond coalition agreement, which only provided for 8,000 posts. However, discharge is unlikely to be noticeable for individual institutions: houses with up to 40 inhabitants receive a half-nursing place in addition, from 120 inhabitants re are two new places. Hospitals should also be relieved of financial burdens in care, and working conditions for nursing staff should be improved, for example through occupational health care and reduction of bureaucracy. The training of nursing staff is to be modernised and standardized.

    Right of return from part-time

In future, employees will be able to negotiate a part-time phase of up to five years with ir boss or boss. Unlike before, y would have a legal right to return to full-time job. The law should be particularly attractive to mors and fars. In companies with 46 to 200 employees, however, boss has to approve only one application for temporary part-time work per 15 employees. Those who are already part-time should be able to make ir return to a full job easier in future. The law was very important to SPD and was also decided by Union ministers in June after a long dispute. After summer break it is to be negotiated in Bundestag.
