15 Lehigh Valley businesses cited for alleged booze violations

The Pennsylvania State Police Bureau of Liquor Control Enforcement has identified 15 Lehigh Valley establishments that authorities say violated liquor codes in the latest round of citations.

According to state police:

  • Grover Cleveland Democratic Association Inc., 902-904 Main St., Bethlehem, on Oct. 12 permitted gambling devices or lotteries.
  • The New Street Pub, 728 N. New Street, Bethlehem, on Nov. 17 provided alcohol to an 18-year-old.
  • Publik House LLC, 123 W. 4th St., Bethlehem, on Oct. 21 and Oct. 24 failed to display documentation the establishment meets sanitary requirements. From Oct. 5, 2015 to Aug. 7, 2016, it failed to notify the board within 15 days of a change of manager and for two years prior to Oct. 24, 2016, failed to maintain complete and truthful records as required by the Local Option Small Games and Chance Act. The establishment on Aug. 17, 26 and 27 and Sept. 2, 9, 23 and 29, as well as Oct. 20 and 22, transported malt or brewed beverages without a license.
  • Christmas City Hotel LLC (Hotel Bethlehem), 437 Main St., Bethlehem, on Oct. 27 and Nov. 17 provided alcohol to a 19-year-old and 18-year-old.
  • Citizens Fire Co. No. 2 Inc., 1017-21 Pennsylvania Ave., Emmaus, failed to maintain complete and truthful records for two years prior to Oct. 2 as required by the Local Option Small Games and Chance Act. The establishment on Oct. 2 also permitted gambling devices or lotteries and from Jan. 18 to Oct. 2, failed to keep records in violation of the liquor code.
  • Noosh Inc., 1635 Broadway, Salisbury Township, on Nov. 17 provided alcohol to an 18-year-old.
  • Fountain Hill Democratic Association, 903 Seneca St., Fountain Hill, from Nov. 17 to Dec. 8 failed to have a board-approved manager complete training within 180 days of the board's approval of the appointment.
  • Trophy Lounge, 625 Brookdale St., Allentown, on Nov. 24, 2015, to Nov. 6, 2016, failed to clean a malt or brewed beverage dispensing system at least once every seven days. From Oct. 1 to Nov. 12, the establishment operated without a valid health permit or license, which expired on Sept. 30, 2016.
  • Miller Heights Independent Citizens Club, 1859 4th St., Bethlehem Township, from June 15, 2015, to June 15, 2016, failed to adhere to by-laws of the Liquor Control Board regulations. From June 15, 2015, to June 15, 2016, the establishment failed to maintain malt or brewed beverage dispensing system cleaning records and on June 15, provided malt or brewed beverages as a "prize." The establishment also failed to maintain records required by the liquor code from June 15, 2015, to June 15, 2016.
  • Willow Street Pub, 2775 Willow St., North Whitehall Township, from June 23 to Oct. 5 permitted gambling devices or lotteries.
  • Fountain Hill Democratic Association Inc., 903 Seneca St., Fountain Hill, on June 15 permitted gambling devices or lotteries.
  • Emmaus Fire Co. No. 1, 50 S. 6th St., Emmaus, on June 15 permitted gambling devices or lotteries.
  • Jefferson Democratic Club, 1002 Linden St., Bethlehem, on June 15 permitted gambling devices or lotteries.
  • Garfield Hotel & Grille LLC, 1740-50 Main St., Northampton Borough, on July 8, 9, 11, 13, 15, 16 and 26-31; Aug. 12, 13, 20, 21, 26 and 27; Sept. 8-11 and 17, used a loudspeaker that could be heard beyond the licensee's property line.
  • Reaction Associates LLC, 233 Hamilton St., Allentown, on Oct. 7 and Dec. 3, used a loudspeaker that could be heard beyond the licensee's property line.

The charges will be reviewed by an administrative law judge, who can impose penalties ranging from $50 to $1,000 for minor offenses and up to $5,000 for more serious offenses, authorities said.

The judge also can mandate training for the licensee in an effort to educate them on the requirements of being a licensee, according to state police.
