People with disabilities should be able to find easier entry into world of work in future. They should also be spared a lot of bureaucratic effort-in or words, y are to receive all benefits and support in future from a single source: from districts. The cabinet decided on Wednesday, in this sense, to conclude a so-called Bavarian part of law, which in turn transposes provisions of new federal law into national law. Finally, Landtag has to decide.
With initiative for federal government, Bavaria has "launched one of greatest social reforms of past decades," said Social minister Emilia Müller after cabinet meeting. Even Bavarian part has law is quite in your mind. However, opposition in Landtag sees need for improvement. "Inclusion policy should be practised with buy trousers and not with spar stocking", said Kerstin Celina as social expert of green Landtag group.
The background of Celina's critique is: Social Minister Müller has announced that in Bavaria financial framework for so-called budget for work will be set at 20 percent higher than federal Government provides. She pleaded on Wednesday for state Government to follow request of Bavarian disabled Commissioner Ingrid Badura and to double planned federal share. The Free State must also invest ample money in promoting disabled self-help movement, said Celina.
The simplification that has now been initiated by State Government in all those benefits that people with disabilities are entitled to, however, is likely to be more likely to be approved. For a long time it was difficult for people with disabilities in Free State, especially in wrangling between Bavaria's districts and counties. "As districts are in future ready as competent contacts for all matters, discussion about responsibilities is finally a thing of past," Müller said. Only districts are now in charge of integration aid, assistance for care and services that are used to secure living.
