The Southside Independent School District has lost an appeal to Mike Morath, the Texas commissioner of education, who plans to proceed with his decision for a state takeover of the district, according to a letter sent Wednesday to Superintendent Mark Eads and Southside trustees.

The letter says Texas Education Agency staff will introduce a conservator for the district, Velia Minjarez, to the Southside board at its next meeting, which is scheduled for tonight.

In the letter, Morath said he will announce his appointments for superintendent and a five-member board of managers at a later date. At least three of the appointed managers will come from the Southside community, he said.

Southside's accreditation status will also be lowered to “warned,” Morath said.

In his decision, Morath cited the findings of an accreditation investigation last year, which concluded that trustees were unable to govern the district and were acting individually on behalf of the board in violation of the state education code. Investigators also said the district had failed to comply with state contract procurement requirements.
