CLEVELAND, Ohio -- Ohio Gov. John Kasich and local government leaders have very different interpretations of the state's financial accomplishments under Kasich's watch.

Kasich has boasted of cutting state taxes more than any sitting governor and replenishing the state's reserves. But many local government leaders say their communities had to sacrifice important sources of revenue to help pay for the state tax cuts and a state rainy day fund that now exceeds $2 billion. And many of them have had to increase local taxes as a result.

The governor's latest budget proposal could force some of them to give up even more revenue.
