The Council of Ministers this Tuesday approved a line of 430 million euros for the rehabilitation of housing and urban spaces, thus complying with what was agreed in January with the autonomous communities during the Housing Sector Conference, and the extension of the deadline for execution of aid not given within the Rehabilitation Program to the Autonomous Communities.

These 430 million euros correspond to the 'Rehabilitation Program for economic and social recovery in residential environments', which is endowed with 3,420 million euros ---2,970 million for effective rehabilitation in homes and 450 million for tax deductions or incentives- - to achieve 160,000 performances this year and 410,000 until June 2026.

"These funds are intended for changes, for example, to windows in a private home, digitalization, installation of solar and photovoltaic panels, aerothermal energy or improvements to green areas," indicated the Minister of Housing and Urban Agenda, Isabel Rodríguez, in the press conference after the Council of Ministers.

These 430 million are the "last distribution that belongs to the Recovery, Transformation and Resilience Plan (PRTR)", specifically, to Component 2, Implementation of the Spanish Urban Agenda: Urban Rehabilitation and Regeneration Plan, endowed with more than 5,520 million euros, Rodríguez has indicated.

Within this plan, 1,000 million euros are allocated to program six for the construction of housing for social rent in energy efficient buildings; 1,080 million euros for the Public Buildings Rehabilitation Plan and 20 million for the Urban Agenda.

Aside from this, the Minister of Housing recalled that there are 4,000 million loans for developers for the construction of housing at affordable prices that will be launched "in the coming weeks."

"That is, we have made an unprecedented effort and in the shortest possible time: 9,520 million euros allocated to the housing policy of our country with the aim of strengthening housing as the fifth pillar of the welfare state," said Isabel. Rodriguez.

IF THE OBJECTIVES ARE NOT MET, THE FUNDS ARE LOST

In order to transfer these funds, the distribution criteria that Housing has established that must be met by December 31, 2024 are: that the number of resolutions made by the autonomous community or autonomous city exceeds 75% of the planned objective and that the number of requests exceeds 75%, but it will have to be proven that those already resolved or executed exceed 50% of the aforementioned objective.

Therefore, as of January 1, 2025, all amounts corresponding to the 2022 and 2023 annuities that have not been transferred - due to not having met the established requirements - will be distributed again among the autonomous communities and cities that have compliment.

THE DEADLINE TO BE ABLE TO TRANSFER THE MONEY TO THE CCAA IS EXTENDED

During the press conference, the head of Housing stressed that, within the Rehabilitation Program, 329 million euros remain to be distributed, corresponding to Andalusia, Asturias, the Balearic Islands, Murcia, Ceuta and Melilla, which is why the Government has approved this Tuesday also increase the deadline to execute the aid to December 31, 2024 and, thus, be able to transfer the money to the communities.

Thus, it has indicated that the second annuity of the 2022 financial year was linked to the fulfillment of an objective: certifying to the Ministry that they had already resolved aid for 25% of the intermediate objective of the Plan, before March 31, 2024.

However, some communities "need more time", so the Ministry has decided to extend the deadline until the end of 2024. "However, [the communities] will have to increase the pace and reach the goal of 50% resolutions and, In the event that they do not arrive, the amount will be transferred to those that can accredit 75% of the resolutions," said Rodríguez.

TAX INCENTIVE

Within the Rehabilitation Program, endowed with more than 3,420 million euros, the minister has highlighted the amount of 450 million euros allocated to tax incentives, thanks to which deductions can be made for part of the cost of the rehabilitation work of a living place.

Thus, he has indicated that "any person" who wants to carry out a work of 5,000 euros on their property to improve energy efficiency, meeting the requirement of a 7% reduction in heating and cooling consumption, will receive a 40% aid and a deduction in personal income tax of 20% on the amount after deducting the aid, so you would end up paying "half of what you would have paid without this rehabilitation aid."
