The State Protection Department of Berlin State criminal office was so overloaded in months before terrorist attack at Breitscheidplatz that it apparently could no longer fulfil its duties. This is what Jutta Porzucek, head of this department, said in inquiry committee of Berlin House of Deputies on attack. The department 54, which was responsible for Islamism and thus for assassin Anis Amri, also belongs to Porzuceks division.

She informed her supervisor, head of National criminal Office, several times about this tense personnel situation, Porzucek said. "In year 2016, loads were so great that I repeatedly pointed out to my LKA manager that we have reached point where re is no room for manoeuvre." On afternoon of December 19, 2016, re was a crisis meeting with Christian Steiof. Many of her employees were dissatisfied with fact that y had described loads, but had not significantly improved. 20 to 30 investigators were missing in LKA 54, said Porzucek. In year 2016, however, y only received individual officials for reinforcement. They lost same number of employees because y were changed to Federal Office for Protection of Constitution.

Observation discontinued

The question is, however, what would have changed a better staff situation in case of Amri: In June 2016, LKA decided to stop observing threat even though re was a permit. The decision was taken because officials assumed that "anor observation would not have brought any gain in knowledge," said Prozucek.
