North Korea: After all, there is talk

North Korea's leader Kim Jong-un has for the first time responded to the relaxation signals of South Korea's President Moon. This can be a chance – and a trap.

The telephone line between governments of North and South Korea was dead for almost two years. This was due to nuclear program of Kim regime in North Korea, which has led to one of most dangerous political crises in world. Fortunately, hotline is now active again, since on Wednesday north in south called on time at agreed time and first discussed some technical connection questions.

The call can be a relaxation signal, because fronts between North Korea and west are hardened. This is because North Korea is illegally building missiles and atomic bombs, declaring US and West as enemies and being a cruel dictatorship. It is likely that north now has long-range missiles that could also reach mainland of United States. It is still unknown wher se missiles are equipped with a nuclear warhead and can withstand re-entry into atmosphere.

Since 2017, uncontrolled apocalyptic tweets of US president Donald Trump have been added to already explosive crisis, which does not make solution easier and stirs up fear of a (nuclear) war. In first place, Trump is unable to do anything for North Korea problem, because he has inherited it unresolved by his predecessors Barack Obama and George W. Bush Jr.

    Kim's life insurance

Now, however, no country is more affected by conflict than Democratic South Korea, an important US ally in East Asia. Since May, it has been governed by liberal president, Moon Jae, who has been striving for an understanding with North ever since. So far, his attempts at communication in Pyongyang have been ignored, instead y have been testing missiles and atomic bombs in north. On Monday, however, Kim Jong-un first indicated that he would be ready for dialogue and that his country could participate in Olympic Winter Games in South Korean Pyeongchang in February.

So moon's efforts to de-escalation are quite successful. He did not get involved in shouting of Kim and trumps, and he brought South Korea back into play as a diplomatic factor – which, at last, seemed increasingly to be a matter for US and China. Moon has also overtaken United States, which only wanted to allow talks when North set its nuclear program. Moon is keen to bring Olympia to stage without interference. His union minister, Cho Myong Gyon, refore, stated on Kim's address: "The government is ready to talk to North Korea at any time, anywhere, and in any form."

And that is exactly where crux of Kimschen offer lies, because South Korea's government will hardly be able to miss nuclear program Kim Jong in talks. Kim is not going to be serious about this, but North has been refusing to talk about it for years. The nuclear program is Kim's life insurance.

That's why Moon's small diplomatic success can also become a trap. Kim Jong-un could imply and link concessions to nuclear arsenal to weaken or even lift UN sanctions against North Korea. And he certainly wants back support from rich south, humanitarian aid for example or just money. His far Kim Jong Il has been successful in 2000s with such a strategy.
