The Chancellor wants to regain confidence in the CDU with personal innovations. The times when Merkel was able to rule without interference are likely to be over.

    On Sunday evening Angela Merkel made every effort to justify her surprising election for new Minister of Education. So she praised CV of Anja Karliczek, a previously quite unknown Bundestag member. The trained bank clerk had run a hotel business and despite her three children still studied business management, Merkel said. The witness of "clear will".

    In truth, however, Karliczek is likely to serve two essential criteria for Merkel: she is a woman and at 46 years old for CDU relations still comparatively young. During election campaign, Chancellor promised to occupy half of ministerial posts she had to give to women. This promise is made by Ministers of State in Chancellery, which is now even over-fulfilled. This time chancellor had to make a special effort to meet demands of her party. The possible new cabinet, whose CDU members called it today, finally also serves to bring own party behind.

    In last few weeks, many in your party had demanded that Merkel should give a chance to younger and "new" politicians in ir probably last term of office. Merkel is undoubtedly serving this desire with Karliczek.

    Two-thirds new

    Since 2013 sits Karliczek in Bundestag, publicly noticed it is not so far. In terms of content, as a member of Finance Committee, she was rar sidelined with education policy. So Merkel was looking for a largely unknown woman for this department, although education policy should become one of central mes of future government.

    Karliczek, however, is not only new addition in government. Rar, chancellor has even reoccupied her ministerial force to two-thirds. Only former Chancellor chief Peter Altmaier and Secretary of Defense Ursula von Leyen remained from ir old confidants.

    One of new female talents to play a more important role in future is Rhineland-Palatinate CDU chairwoman Julia Klöckner (45), who is responsible for Ministry of Agriculture. The also 45-year-old Helge Braun is to ascend from Minister of State in Chancellery to its leader. Merkel learned to appreciate him, among or things, for his organizational merits during refugee crisis.

    The appointment of Jens Spahn as Minister of Health undoubtedly plays a special role for all Merkel critics. In recent years, 37-year-old has become hope-bearer of all those who fremdelten with Merkel's refugee policy and whom CDU as a whole was too central and arbitrary. More than any or new addition in cabinet, his vocation is to pacify this group in party.

    Merkel represents east

    In addition, Merkel had already made a surprise coup last week with appointment of former Saarland minister-President Annegret Kramp-cart Builder to CDU general secretary. The 55-year-old is not a signal to anyone who wants CDU to be more conservative. But she at least makes hope for Merkel's critics that party will be more perceived again in future and that party interests will also be represented against government interests.

    However, one group did not serve Merkel: No East German of her party will receive a ministerial post. This was recently demanded many times. The Chancellor defended herself with remark: "I am East German and ask to see office of Chancellor as part of government."
