She's a woman. She is considered to be still young (under 50). It comes from one of most conservative corners of important Land Association of North Rhine-Westphalia. As a new minister of Bundesbildungs and Research, Anja Karliczek is perfect occupation for chancellor and her party. Outside this sub-spectrum of politics, reactions to nomination of 46-Jähigen union politician from Ibbenbüren vary depending on degree of concern between eloquent speechless and silent alienation.

Who is this woman? What qualifications does it bring to your office? Why is science department so obviously awarded according to proportional (gender-old-region-party wing)? Even after a long time of thinking, re are no easy answers.

It is a fixed: Angela Merkel has surprised everyone with this personality. Anja Karliczek is not only completely unknown in educational and scientific scene. Even professional observers of Union in Berlin had to google ir name first. Since 2013 she sits in Bundestag as a member of Parliament, where she has primarily dealt with financial issues, special field reform of occupational retirement provision. Until now, she can only come to her future portfolio with a few biographical points of contact: an apprenticeship as a bank and a hotel professional, a degree in business administration at distance University of Hagen and three children.

    Education is central program point

All three points are now highlighted by Chancellor and union representatives. Angela Merkel let sentence follow: "I think she will also have a great heart for science." That doesn't sound convincing or self-confident. One would also not give reasons for appointing Minister of Transport, designated man has a driver's license and commutes from home to work every day. In her political life, Anja Karliczek did not have any contact with research and science. There are not very many constituencies without university or Fachhochschule in Germany, ir (Steinfurt III) belongs to it. Whoever finds this is not arrogant. The title of a diploma clerk is not a blemish, but also not a special award.

Not only in view of ir three predecessors, Bulmahn, Schavan and Wavera – a longstanding chairman of relevant Bundestag committee, a Minister of state Education, a minister of Science and a university president – does this personality fall respectively. Even great ambitions of grand coalition in field of education and science had expected someone from first row of politics for this office. Ten pages fills list of promises, most important items of expenditure are likely to be full-day guarantee for elementary school students, extension of number of Bafög recipients, a multi-billion-dollar pact to digitize schools, and a federal programme for Focus schools.

There are not many fields on which coalition has done so much. A few days ago, newly elected CDU general secretary Annegret Kramp-Cart Builder said that Ministry of Education had also irritated her. This shows – potential – importance of department.

Is reinvention of resort now obsolete and all plans wasted? Has designated minister already failed because of a lack of competence and a shortage of scientific stable smell? Of course not.
