The Jugendorgansation of the CDU/CSU deals with topics other than the refugee ceiling. In Dresden they called for a party congress to the Coalition Treaty.

Shortly before meeting of leaders of CDU and CSU, leadership of Union youth organisation wants to renounce demand for a ceiling for reception of refugees. The request of CSU does not appear in application for a Dresdner declaration. Instead, "a clear limit for classical immigration should be laid down", says paper, which was presented for consultation on young Union's German-style meeting in Dresden.

In addition, paper states that "uncontrolled immigration to our social system" should be prevented. "We need a quota solution for rapid humanitarian reception of refugees and ir families from crisis regions," continues. However, this is not same as upper limit required by CSU. In future, re should be a distinction between asylum law, refugee status and classical immigration.

In addition, paper stresses that union had a "credibility problem" in Bundestag election campaign precisely in migration issue. However, joint youth organization of CDU and CSU avoids a clear positioning in application for what this has been.

The young Union comprises 15 CDU Ju national associations and Bavarian CSU National Association. Before meeting on Sunday, CSU repeated call for an upper limit for reception of refugees. The CDU leadership rejects this.

Federal party congress to seal Coalition treaty

The chairman of Young Union, Paul Ziemiak, also called for a CDU Bundestag party congress after conclusion of a coalition agreement of desired Jamaica Alliance. "I think our demand must be: without a proper federal party congress re will be no coalition treaty," said Ziemiak in evening at beginning of German day of youth organization of CDU and CSU.

So far, CDU leadership has not planned a party congress. The CDU presidium and Federal Executive Board agreed with 2013 coalition treaty. But times would have changed, said Ziemiak, who called for a series of "grassroots events" to debate desired coalition Treaty of CDU, CSU, FDP and greens.

A federal party congress would furr increase hurdle for conclusion of a Jamaica alliance. CSU, FDP and Greens have already announced eir party days or membership decisions in order to obtain approval for a joint government programme. Ziemiak criticized that SPD refused to engage in all exploratory talks and wanted to go to opposition.
