Grand coalition: now just no provocations

The one CSU politician cannot resist a grin, the other wants to end the coalition talks quickly. The SPD's priorities are different.

CSU general secretary Andreas Scheuer and CSU country group chief Alexander Dobrindt were visibly striving on Saturday morning in Berlin not to burden coalition negotiations with too careless statements. How he found compromise of Working Group migration from previous day was scoured when he entered CDU party headquarters. The Secretary-General grinned broadly and said, "You see position of my corner of my mouth." On or hand, he did not put emotive upper limit in his mouth – just like a little later Dobrindt – but CSU had prevailed on Friday evening against SPD that nothing is changed in formulation to limit number of refugees. Well, y didn't want to provoke Social Democrats unnecessarily.

Finally, in coming days, union and SPD negotiators still have to dispel some serious differences: By Sunday evening, leaders of three parties are to try to eliminate those points of dispute where experts in Working groups have been unable to reach agreement. For safety, a time buffer of two days has been given. At latest in night on Wednesday agreement should be reached. The workload is high. This was also demonstrated by fact that SPD Bundestag group leader Andrea Nahles already entered Konrad Adenauer House at seven o'clock in morning.

    More Renewable energy

In afternoon at 3 p.m. The Working Group environment, Climate and energy presented ir results. By 2030, share of renewable energies will increase to 65 percent and grid expansion will be driven forward accordingly. A 1.5 billion heavy fund is intended to cushion phasing out of coal energy in affected regions. A law is also intended to regulate contribution of individual economic sectors to reduction of CO2 by 2030.

While climate policy had been one of most controversial areas in failed Jamaica negotiations, Union and SPD were visibly easier to reach. Finally, all parties involved see mselves as protectors of jobs in lignite regions. They had already cleared adherence to German climate targets for 2020 during exploratory talks. This objective is now only to be as close as possible.

A little later, agriculture Working Group was also able to announce its implementation. It has been agreed, for example, to increase share of organic farming by 2030 to 20 percent and to dispense with glyphosate, but without a concrete exit date. In context of improvements in animal welfare, for example, Kükenschreddern should be banned. In past few days, SPD and Union have already announced a number of or agreements, in care of, for example, education and family policy.

    Health still Open

But even if union and SPD move forward on less controversial issues, major issues remain unresolved. These include, for example, approximation of medical fees of private and statutory health insurance companies demanded by SPD. In particular, re is no progress at this point, it is from negotiating circles. You seem to have been completely hooked up here. Furr controversy is abolition of non-material deadlines for workers.

These two demands are particularly important to SPD because, on ir party congress two weeks ago, y promised that y would make improvements here. What is also open is how high budget will be in future or wher re is going to be a Baukindergeld, as Union wishes. Instead, SPD would prefer to promote social housing. There is also controversy in area of digital or financial support for municipalities. And last but not least, issue of finance is always on agenda.

In exploratory talks, union and SPD had agreed on additional expenditure for new legislative period of 46 billion euro. However, this sum is already planned by projects arranged re. As working groups have agreed on new projects over past week, it will refore be necessary to clarify what is now to be implemented definitively. At very end, coalition will still have to agree on division. This time, unlike 2013, this is to be fixed before SPD membership decision.
